Urbana council approves insurance purchase order and 2026 sidewalk contract amid budget confirmation

Urbana City Council on March 17 authorized two Board of Control recommendations: a purchase order to Public Entities Pool for $345,392 to cover one year of property and casualty insurance and a contract with MD Miller Concrete Inc. for $287,942 for the 2026 Sidewalk, Curb and Gutter Replacement Program.
Director of Administration Spencer Mitchell said the insurance increase — 18 percent over the 2025 premium — was included in the 2026 budget. The purchase order will be charged to departmental insurance accounts and the Board of Control reported a 3‑0 recommendation; council approved the item on a 7‑0 roll call.
City Engineer Tyler Bumbalough said the sidewalk project is the annual curb, sidewalk and gutter program with work mainly in the Bon Air subdivision. The city received six bids; MD Miller Concrete submitted the lowest responsive bid at $261,765.50 and the recommended contract total includes a 10 percent contingency of $26,176.50 for a total of $287,942. The engineer's estimate was $301,030. Council approved the contract by roll call vote 7‑0.
Both expenditures were described as budgeted for 2026. Council did not debate alternative funding sources during the meeting. Implementation and scheduling details for the sidewalk work will be managed by Public Works and the City Engineer's office.
