Urbana council approves groundwater testing contract, adopts housekeeping ordinance and confirms health district substitute

Urbana City Council on Feb. 17 approved several routine administrative items. The council authorized a $52,478 purchase order to Terran Corporation for the 2026 semi-annual groundwater testing at the closed landfill; the Board of Control recommended the purchase and Public Works Superintendent Chad Hall said the price rose roughly $3,000 because of laboratory cost increases.
The council also adopted Ordinance 4552-26, a one-reading housekeeping ordinance that implements Walter Drane replacement pages to align the municipal code with state law; the measure passed 6–1 with Mr. Scott voting no. Finally, the council passed Resolution 2416-26 unanimously to appoint Director of Administration Spencer Mitchell as substitute for Mayor Bill Bean on the Champaign Health District Advisory Council because the mayor is unable to attend the upcoming meeting.
What this means: the groundwater testing contract will proceed under the city’s 2026 budget; the codified ordinances will be updated through the local publisher’s routine replacement pages; and the mayor will be represented at the next Champaign Health District meeting by Mr. Mitchell.
