North High Shoals Council adopts hazard mitigation plan, approves subdivision and permits

At its Oct. 27 meeting the North High Shoals Town Council unanimously approved a Hazard Mitigation Plan resolution, a three‑lot subdivision at 2575 Rays Church Road, and several permits; the council also allocated $2,100 to replace a town‑hall display device after a separate Best Buys bid failed.
Mayor Stephen Goad called the Town Council of North High Shoals to order at 7:00 p.m. on Oct. 27, 2025. Council members Eric Carlson, Fred Johnson and Eric Wright were present in person; Hilda Kurtz attended by Zoom. Meagan Cundiff was absent.
The council approved the meeting agenda unanimously. It also approved draft minutes from the Sept. 22 meeting (motion by Council member Fred Johnson, seconded by Council member Eric Wright; vote 3–0 with one abstention by Council member Eric Carlson) and the town’s financial statement for September (motion by Council member Eric Wright; seconded by Council member Hilda Kurtz; vote 4–0).
C.J. Worden, director of the Oconee County Emergency Management Agency, was on hand regarding the town’s Hazard Mitigation Plan. Council member Fred Johnson moved to adopt the plan as presented; Council member Eric Wright seconded and the motion passed unanimously, 4–0. The mayor and town clerk signed the resolution and presented it to Worden.
During unfinished business Pat Sibley updated the council on a partnership with the Town of Bishop for Oconee County’s 250th Anniversary celebration scheduled for June 19, 2026. The council considered a Best Buys quote to replace the town‑hall TV. A first motion to accept the Best Buys quote resulted in a tie and was recorded as voted down after the mayor broke the tie. Council member Eric Wright then moved to allot $2,100 to replace the display device with an alternative that could be protected during use; Council member Fred Johnson seconded and the motion passed 4–0. Sibley was asked to seek other equipment options.
On new business the council approved a remodel permit for Stephany Magyari to convert a detached garage into a pool house (motion by Council member Fred Johnson; seconded by Council member Eric Wright; vote 3–0 with Council member Hilda Kurtz recorded as abstaining). The council also approved a request by Luis Candelario to subdivide property at 2575 Rays Church Road into three 5‑acre lots (motion by Council member Eric Carlson; seconded by Council member Eric Wright; vote 4–0).
A proposal from Russell Wills to move the town limits to coincide with a property line/development generated significant questions from council members. Mayor Goad asked Wills to provide a complete survey of the properties before the council will consider the boundary change further.
With no additional business, Council member Fred Johnson moved to adjourn; Council member Eric Carlson seconded and the council voted 4–0 to adjourn. Mayor Goad adjourned the meeting at 8:59 p.m. The minutes were submitted by Town Clerk Sue Bishop.
