Commission approves multiple contracts and local grants, funds river monitoring and community programs
Summary
At the June 30 meeting commissioners approved several contract awards and grants: an EMS station renovation contract recommendation, sanitary utility hearing scheduling for two subdistricts, FY27 health-transportation contracts, $8,000 to Shore Rivers for three additional testing sites, MACo dues and other actions; they also directed staff to draft sewer-allocation policy.
In addition to hearings and presentations, the County Commissioners approved a slate of routine and one-time actions on June 30.
Contracts and procurement: The Department of Public Works reported bids for renovations to Emergency Services Station 400 (roofing, exterior panels, interior work and site improvements) and recommended award to the low responsible bidder; the board approved moving forward and authorized the Director of Public Works to execute the contract. Parks and Recreation sought engineering services for bulkhead repairs and boat ramp replacement (Kent Narrows, Thompson Creek, Madapeak); the board authorized contracting with George Miles & Burr LLC (Salisbury) for $97,810 using MD DNR Waterway Improvement Fund grants.
Sanitary and utility actions: Commissioners authorized staff to advertise public hearings (July 28, 2026) for proposed rate schedule changes in the Barclay and Southernersville water/sewer subdistricts after staff concluded existing rates do not cover operating and debt costs. The board also consented to assign a Maryland Department of Transportation license/easement for a water main crossing from the town of Southernersville to the county.
Health and social services contracts: The Board approved the Queen Anne's County Health Department entering FY27 contracts (with extension options) with AMVAN LLC (AAA Transport) for non‑emergency ambulance transportation (not to exceed $96,000) and for ambulatory/non-ambulatory medical transport services (not to exceed $800,000); staff noted these were competitively bid but had a single regional bidder.
Community grants and operating support: After a Shore Rivers presentation, the board approved an $8,000 allocation to add three county testing sites to the 'Swimmable Shore Rivers' bacteria-monitoring program (Shore Rivers had requested $5,600 to cover seven county-operated sites for a season). The board also approved FY27 dues and assessments to the Maryland Association of Counties (MACo) for $15,113.
Youth and community funding: On a later round table motion, the board authorized $5,500 to support the Queen Anne's County high school clay target team heading to nationals ($5,000) and a Kent Island student competitor ($500).
What happens next: Staff will execute contracts, publish required public hearing notices for the sanitary rate proposals and implement the Shore Rivers funding and site additions after staff and the nonprofit confirm site locations and volunteer coverage.
