Norwich Township selects Local Waste as single hauler, service to begin Dec. 1

Norwich Township trustees voted on Sept. 19, 2005 to establish a single trash hauler for the township’s unincorporated areas and to award the three‑year collection contract to Local Waste. The board set Dec. 1, 2005 as the start date to allow the hauler time to start service before the holidays.
The trustees and the Trash Committee, which held public meetings and drafted bid specifications, said the procurement had two steps: first to designate disposal facilities (landfills and fees), then to select a collector for curbside service. Bids showed a range of per‑household and per‑ton prices; Local Waste’s collection offer — the bid the board accepted — was the low collection bid in the final tabulation shown to trustees at the public opening. The contract includes weekly solid waste collection, recycling and yard‑waste options, an optional wheeled cart, a senior discount (10%), and a free carryout service for residents with physical disabilities. The standard container weight limit is 50 pounds per receptacle.
Trustees stressed that the procurement process included attorney review (Eastman & Smith) and multiple public hearings; after award, Local Waste mailed service notices and a first bill to residents. The board directed staff to publish an exemption application process, drawn by the township’s attorneys, for households or businesses that believe they qualify for an exemption from the exclusive service; the trustees will decide exemption requests after review. For the first year of service the board also voted to absorb an immediate state per‑household fee increase (12.5 cents) rather than pass it through during the contract’s opening months.
Trustee Charles Buck moved the motion to establish a single hauler; Trustee Durland Workman seconded the motion. The board later moved to award the contract to Local Waste and to set the Dec. 1 start date. The trustees said residents who have already paid their previous hauler for the final quarter of 2005 will be entitled to a one‑month refund for December.
The trustees said the landfill designation (disposal facility) was announced separately and that collection bids, billing cadence (quarterly after the initial bill) and consumer protections (spills cleanup, container condition requirements) are specified in the final contract to be administered by the township.
