Norwich trustees approve firefighter contract, boost employee life insurance and create township administrator post

The Norwich Township Board of Trustees approved multiple personnel and administrative measures during 2007, including labor, benefits and staffing changes.

In January trustees adopted Res. 07-01, approving a three-year firefighters union contract with wage increases effective Jan. 8, 2007 and a shift from a 28‑day to a 21‑day work cycle. The board also passed Res. 07-02 to increase township life insurance coverage for employees from $50,000 to $100,000 effective Feb. 1, 2007, and Res. 07-03 to retain Loveland & Brosius, LLC as township legal counsel for personnel and collective bargaining matters.

Across the year trustees moved administrative functions: they approved hiring a part‑time construction manager to oversee the joint safety building and later created a Township Administrator position (Res. 07-80) to centralize human-resources and administrative duties; the motion to create the administrator role passed 2–1 in November 2007. The fiscal office pursued a change in payroll provider to Paychex and the board authorized payroll schedule and pay‑date changes effective 2008. Trustees also approved benefit and insurance arrangements for elected officials and employees for 2008, including continuation of UnitedHealthcare coverage and a recommendation for supplemental benefits and life insurance for newly elected officials.

The minutes record routine personnel actions: hiring firefighters, accepting resignations, approving temporary and permanent support positions in the fiscal office and amendments to union health-care timelines. Trustees also used executive sessions for personnel matters as permitted under Ohio law.
