The Board reviewed HRA/HSA options and ultimately adopted UnitedHealthcare Plan 03J for 2009 with no prescription card to avoid a premium increase projected at 29% under the prior plan; trustees noted employees could use FSA to offset deductibles.
Hiring, promotions and staffing: The Board approved multiple promotions and hires for the Norwich Township Fire Department (e.g., appointment of Lt. Eric Manske to Captain, promotion of Jeff Woodward to Lieutenant, conditional hiring of firefighter Jason Caldwell) and civilian positions (approval to hire a full‑time Road/Cemetery laborer and intermittent administrative staff). Trustees also approved pay changes such as a step increase for a road/cemetery laborer after successful completion of a probationary period and approved monthly pay for elected officials in 2009 per Ohio statute.
