Norwich Township’s Board of Trustees approved a noise-control resolution in September 2009 that defines "plainly audible" noise and gives law enforcement authority to enforce limits in residentially zoned areas and at premises with liquor permits.
The resolution draws on Ohio Revised Code §505.172 and lists examples of potentially violative noises (loud stereos, persistent signaling devices, certain power equipment and amplified music). Enforcement provisions allow an officer to rely on unaided hearing to determine whether sound is plainly audible at 100 feet or more; the resolution also codifies exemptions for agriculture, permitted civic events, school activities and certain public-safety uses.
Trustees said the measure aims to curb recurring neighborhood disturbances and gave direction for training to Hilliard police personnel on applying the new standard. The motion to adopt the resolution passed unanimously (motion #090921.02).
