Franklin County design, cooperative agreements advance Schirtzinger Road improvements

Trustees reviewed preliminary designs and cost estimates from the Franklin County Engineer’s Office and approved steps to formalize the Schirtzinger Road improvement.
At a February meeting, County Engineer representatives presented a $650,000 initial cost estimate for the project, with the retaining-wall component estimated at roughly $100,000. The board authorized the County to proceed with design work and to produce separate retaining-wall cost estimates (motion #090202.02).
Based on public feedback and further county recommendations, trustees agreed to a two-phase approach: build the retaining wall in 2009 and pursue drainage and full roadway improvements in 2010. The County agreed to pay design costs while the Township will pay construction costs; the board approved Cooperative Agreements for both the retaining-wall and drainage/roadway projects (motions #090420.04 and #090420.05).
Later minutes record that the retaining-wall project was put on the County’s schedule for July and that construction had begun by mid-June. County staff also presented a lower-cost maintenance alternative in November that would replace storm sewers and perform mill-and-fill resurfacing, offering a significantly reduced cost compared with an initially proposed $560,000 improvement and projecting a shorter service-life trade-off.
Trustees directed staff to continue public outreach, coordinate required easements and finalize schedules with the Franklin County Engineer’s Office.
