Corwin council unanimously awards $286,999 Furnas Forge resurfacing contract, approves $320,000 transfer

The Corwin Village Council voted unanimously Oct. 15 to award a $286,999 contract to Barrett Paving Materials Inc. to resurface streets in the Furnas Forge subdivision, with an explicit exclusion for Section Six. Mayor Jess Cordery III was authorized to sign the contract.
The council also approved a separate motion to transfer $320,000 from the village's Star Ohio account to the General Fund to cover the anticipated final cost. Clerk-Treasurer Debra R. Femmer was authorized to make the transfer after a 6–0 roll call vote.
Council members reviewed sealed bids opened earlier in the week. The four bids listed by the clerk were Barrett Paving Materials Inc. at $286,999.00; Cincinnati Asphalt at $290,012.80; Cox Paving LLC at $346,057.25; and Filmore Construction LLC at $370,420.00. Councilman Baldwin said he would like to see downtown Corwin streets repaved and voted for Barrett Paving Materials Inc. Councilman Patrick described Barrett as the most professional bidder and cited municipal references.
Councilman Cummins raised a cost concern, saying the bids appeared short because cul-de-sacs were underestimated and estimating the final job at approximately $320,000. Cummins proposed excluding Section Six—streets he said are only four to five years old—to reduce scope; he said a "non-performance" statement could be used at the pre-construction meeting to delete a street from the contract. Councilman Cummins moved to award the Furnas Forge resurfacing contract to Barrett Paving Materials Inc., excluding Section Six, and Councilman Schreier seconded. A roll call vote recorded six ayes and the motion passed.
Following the contract award, Councilman Baldwin moved to authorize the Clerk-Treasurer to transfer $320,000 from the Star Ohio account to the General Fund; Councilman Cummins seconded. The roll call vote on the transfer was 6 Aye / 0 Nay and the motion passed. Councilman Baldwin later moved to adjourn the special meeting; Councilman Cummins seconded and a voice vote carried.
The council's actions authorize the mayor to enter the resurfacing contract with Barrett Paving Materials Inc. and direct the Clerk-Treasurer to move funds; the final construction scope may be adjusted at the pre-construction meeting using the non-performance deletion for Section Six as described by Councilman Cummins. The special meeting was adjourned Oct. 15, 2025.
