Council updated on Second Street demolitions; solicitor suggests notice and possible county tax foreclosure

Resident Edwin Neace told the council he has demolished two houses on Second Street and said the renter "will be gone on April 1, 2026," providing the update the council and solicitor had requested.
Solicitor Richards reported the property is currently deeded to Donald Leroy Lamb, that there is no livable structure and no water or sewer, and that the owner is believed to be deceased. Richards recommended publishing a legal notice to "whomever" has an interest in the property and said the village should consult the Warren County Treasurer about foreclosing for back taxes and selling the parcel on the courthouse steps if no claimant appears.
On environmental reviews, Councilman Kevin Cummins said Tetra Tech completed the first step and that a JWCI soil study indicates more work is needed than first thought. Cummins said JWCI plans to hire a stormwater engineering firm to map the area by LIDAR and provide a report to determine next steps.
