Council approves garage permit, schedules shed variance review and hears property-enforcement update

Council reviewed and approved a zoning application for a garage submitted by Nelson McKeever of 161 New Burlington Road; McKeever had paid the zoning fee and received a copy of the approved application.
The minutes also note a Looper shed application at 6581 Catkin Court; Clerk-Treasurer Debra R. Femmer said she had not sent required notice for a public hearing and that a tentative date of Jan. 19 had been discussed but cautioned that a federal holiday would make that date unsuitable. Solicitor Richards advised that Mr. Looper should approach Council to request a variance and then proceed with the public-hearing process.
Solicitor Richards reported on Second Street properties, saying transactions were complete except for recording deeds because of a legal-description issue; certified mail must follow legal procedures so notices were sent to the owner listed on the deed (Donald Leroy Lamb). Richards said there will be a hearing on Jan. 12, 2026 regarding property at 86 Second Street, that unpaid taxes are owed on the property, and that Council members will need to view the property prior to the hearing. The minutes also record a comment that it is believed the deeded owner may be the same person who panhandles on the bridge entering Corwin; that belief was reported in the meeting minutes but not verified in the record.
