Corwin council adopts reduced 2026 appropriations, authorizes intra-fund reallocations

The Village of Corwin Council on Dec. 8 adopted Ordinance 2025-05 to set the village's 2026 appropriations and passed a companion resolution allowing the clerk-treasurer to reallocate funds within 2025.

Clerk-Treasurer Debra R. Femmer presented the proposed appropriations line by line, reporting a General Fund appropriation of $243,205.35 for 2026, down from $313,844.95 in 2025. She said the Street Fund proposed appropriation is $53,000, the Enterprise Trash and Recycle Fund is proposed at $67,609.76, and the remaining ARPA balance is $16.32. Femmer said some line items will change after the street-resurfacing invoice is paid and that revenues had been set by the Warren County Budget Commission in August. She also said 2025 was the first year Corwin received liquor-license revenue and noted Brightspeed installation downtown will be subject to a 3% revenue payment to the Village.

Councilman Baldwin moved to adopt the 2026 appropriations ordinance; Councilman Hunley seconded. A roll call vote recorded five members voting Aye and one member absent, and Ordinance 2025-05 was adopted. The minutes record the roll call votes by name.

Council later considered Resolution 17-2025, which Femmer described as authorizing the Clerk-Treasurer to reallocate monies within the same fund to cover unexpected 2025 expenses. Councilman Patrick moved to adopt the resolution and Councilman Baldwin seconded; the resolution passed by roll call vote (5 Aye / 0 Nay / 1 Absent).

The meeting also included a motion to pay the bills, which passed by roll call (5 Aye / 0 Nay / 1 Absent). The council adjourned after routine closing items.
