Village solicitor warns Corwin could be placed on ballot for dissolution under state review

During the Sept. 8 meeting Solicitor Richards told the Corwin Village Council that Ohio Revised Code 703.331 requires a decennial review (the year after the federal census) of whether a village continues to meet statutory qualifications to remain incorporated.
Richards said the review examines five categories including whether the village fields a slate of council candidates for each office and whether it provides or contracts for at least five of a list of services (police protection, fire protection, garbage collection, water service including wastewater, sewer, emergency medical service, road maintenance, parks or recreational services, human services, or a public library) or participates in a regional council of governments that provides those services. If Corwin fails to meet the statutory test, the solicitor said the issue could be placed on the ballot and voters could decide whether to dissolve the village.
Council members did not vote on the issue at the meeting; instead the solicitor’s report served as notice that the village faces a formal statutory review process and potential ballot outcome if the prerequisites are not satisfied. The solicitor recommended pursuing options such as joining a regional council of governments or ensuring contractual arrangements for required services.
Next steps: council will likely need to inventory current service contracts and candidate slates to satisfy ORC requirements; no formal action was recorded at the Sept. 8 meeting.
