Council presses contractor on delayed BRC compensation deliverables; parking study to be revisited in August

Councilmembers raised concerns that the contractor working on the compensation study (BRC/Indesco referenced in the packet) had missed dates and had not yet produced the full deliverables the council expected. Members said they had paid one payment and withheld final payment until the output matched contractual commitments.
The administration said the contractor told staff that final deliverables would be provided by Wednesday, July 8. Councilmembers requested that staff pull the original RFP, the contractor’s proposal and the contract so the council can compare promised deliverables to what was submitted. Several members said compensation studies often take longer than expected and urged careful review before approving final payment.
Separately, councilmembers said the eight-page parking study provided to date did not meet expectations and asked that the parking consultant be invited to the August meeting to explain discrepancies. Staff was asked to assemble the RFP and proposal documents so councilmembers can see what was contracted and what the vendor delivered before the August follow-up.
