Board approves revised fee schedule with reduced EV-charging intro rate and idle fee capability

Upper Macungie Township supervisors approved Resolution 2026-34 on July 2, 2026, updating Schedule J (recreational rental, event and general fees) for the Community Lifestyle Center, including membership categories and EV-charging fees.

Ryan, a township staff member, outlined three primary changes: (1) fees for EV charging stations that will go online soon, (2) a new two-adult household membership category, and (3) complimentary or discounted memberships for township employees. Staff originally proposed charging 30 cents per kilowatt-hour for the EV stations; after discussion Supervisor Sunny recommended a temporary promotional rate of 15 cents/kWh through the end of the year to encourage use and suggested adding an idle fee (he proposed $0.50 per minute) to discourage vehicles from occupying chargers after charging completes.

Staff confirmed the township will use ChargePoint hardware and that the platform supports an idle-charge pass-through to users. The board agreed the fee schedule could be adopted with those friendly modifications: an introductory lower rate to incentivize use and implementation of an idle-fee mechanism to maximize charger turnover. The board also confirmed daily guest rates and that memberships will be sold via monthly auto-debit. Members asked staff to clarify whether debit-card transactions would be assessed the same convenience fee as credit cards; staff committed to follow up on processor specifics.

The board adopted Resolution 2026-34 as modified by voice vote. Staff said the modifications would be reflected in the signed resolution and the fee schedule posted online.
