New owner given until February to finish Second Street cleanups after property transfer

Council acknowledged a recent property transfer on Second Street and gave the new owner additional time to complete cleanup work while the deed-recording issue is resolved. Charles Jones announced that properties at 88 (two lots), 160 and 178 Second Street had been transferred to Edwin Neace. Solicitor Richards said the transfer paperwork has not been recorded because of a legal description discrepancy.
Neace told council he has demolished the house at 160 Second Street, obtained a county permit to demolish the structure at 88 Second Street and has removed several vehicles from 178 Second Street. The council agreed to extend the deadline for cleanup through the end of February 2026 on the condition that Neace provides regular progress reports. Neace also asked whether he could convert the parcel at 88 Second Street into a barn; Councilman Cummins asked Neace to submit a written proposal for that use and Clerk-Treasurer Femmer confirmed the zoning-permit fee would be $50.
The solicitor said the recording issue with the deeds is routine and that one small lot with a shed belongs to another owner, Donny Lamb, and will require separate follow-up. Council thanked Neace for cooperating with cleanup efforts.
