Council seeks written assurances from FPL after discussion of line 'hardening' along Fernwood

Council members examined a planned Florida Power & Light system-improvement project along Fernwood and surrounding streets that will replace poles and conductors and add some transformers. The upgrades, described by staff as "system improvements," began the previous Monday in pieces of the corridor and include portions already upgraded along Westwood Drive.
Council member Stoner led the discussion and said she did not want the village to inadvertently forfeit options or funding for the village’s undergrounding program by allowing partial hardening. "I do not want to find out that we've made a decision by allowing these improvements to be installed that we've foregone some kind of financing ability because we have partial hardening," she said.
Staff said FPL characterized the work as system improvements and has not told the village that the hardening would prevent future undergrounding. The public works director noted one segment was upgraded about two months ago. Council asked staff to obtain from FPL a written statement and the permit details clarifying pole sizes, whether concrete pylons or other reinforced poles would be used, what the company will invest and whether the work would affect future undergrounding costs or grant eligibility.
No village funds are currently committed to the FPL work; staff said FPL has not provided a project cost in the meeting record. Council asked for the permit documentation and a written assurance from FPL that the upgrades would not have an adverse financial effect on the village’s undergrounding program.
