Key Biscayne council approves first reading for Harbor Drive repaving, selects VNG Construction

The Key Biscayne Village Council on first reading approved a capital-project ordinance selecting VNG Construction Solutions Corp. to carry out milling, resurfacing and roadway reconstruction on Harbor Drive, with the total project capped at $2,384,688 and the county contributing $1.9 million toward the work.
Chris Miranda, the village public works director, told the council the solicitation produced 12 respondents, two of which failed minimum qualifications, leaving 10 qualified bidders. He said staff recommended the second-lowest bidder, VNG, because the apparent low bidder lacked municipal experience. "The county is contributing 1.9 million," Miranda said during his presentation.
The scope described by staff includes repaving portions of the 800 and 900 blocks of Harbor Drive and repaving the roundabouts; the brick surfaces in the roundabouts will be replaced with textured asphalt. Council members asked about alternatives such as pervious materials for the roundabouts; staff said a study showed such materials would be far more expensive, estimating roughly $1.4 million to $2 million per roundabout and noting the county would not fund that option.
Council also pressed staff on contingency funds and responsibility for underground utilities. Miranda said contingency money is intended to cover additional asphalt, crown or pitch adjustments if needed; he confirmed contractors would be responsible if their equipment damages underground utilities. "The contingency is for additional payment only should we need additional asphalt," he said.
The ordinance was approved on first reading after a roll-call vote. The clerk recorded votes of Council member Kaplan, Council member London, Vice Mayor Sardinia, Council member Stoner, Council member Bosquez and Mayor Rosco in favor; Council member Bracken was not present. The ordinance will return for a second reading Aug. 25.
Funding and contract-award details will return to the council with contract documents and the county Joint Participation Agreement; staff also told the council they will provide permit details and final project limits on request.
