Stanhope adopts Code of Ordinances, approves several resolutions; solar and residential-digging items tabled

The Stanhope City Council adopted Ordinance 800, formally adopting the Stanhope Code of Ordinances, following a roll-call vote of 4–0 on May 12. Council member Devin Hensley moved to approve the ordinance and Thomas Stupp seconded.
During the resolutions portion of the meeting the council approved multiple measures by unanimous roll call: Resolution 2025–2026.12 authorizing the clerk to certify unpaid utility bills for county collection (420 Howard St.), Resolution 2025–2026.13 assessing fees for ordinance abatement, and Resolution 2025–2026.14 amending the FY2025–2026 budget. Each passed on a 4–0 vote with motions and seconders recorded in the minutes. The council tabled Resolution 2025–2026.11 (Solar Resolution) and Resolution 2025–2026.15 (Residential Digging); both were tabled after motions and 4–0 roll-call votes to table.
Mayor Jeff Schroeder appointed Jacque Read to the Library Board; the council approved the appointment by roll call, 4–0. Earlier in the meeting the consent agenda — including routine minutes, claims and financial reports — was approved on a motion by Thomas Stupp and second by Grant Young.
Council member Devin Hensley also offered assistance with city-clerk deposit coverage and audit oversight during the meeting. The council recorded no additional member comments and adjourned at 6:48 p.m.
