Mayor says EJS board moved to end Stanhope’s involvement with joint police setup; city to pursue 28E revision

Mayor Jeff Schroeder told the Stanhope City Council on April 14 that, according to the minutes of an April 2 EJS board meeting, the board determined Stanhope "will no longer be involved with the EJS Police Department after the 2025 fiscal year ends." Schroeder characterized the matter as a summary of the EJS meeting rather than a council action.
According to Schroeder’s summary, a motion at the EJS meeting (moved by Walker and seconded by Olson) carried to effect that change. Schroeder said Council Member Jill Haman asked whether a compromise could resolve the dispute and he agreed to work with Haman to develop a revision to the proposed 28E intergovernmental agreement. Schroeder indicated the revision would be intended to take effect July 1, 2026.
The minutes recorded in the Stanhope meeting do not show a separate Stanhope City Council vote to withdraw; the council discussion at the April 14 meeting was a mayoral report on the EJS board action and a direction to explore a revised 28E agreement. The council did not record a formal vote on Stanhope’s membership in EJS at that meeting.
The issue involves local public-safety arrangements; Chief Kaleb Morton of EJS was listed among attendees in the meeting record. Mayor Schroeder said he and Council Member Haman would pursue a potential revision to the 28E agreement and report back to the council.
