Dos presented three vendor estimates: Pinkis at $119,995 for mechanical/electrical work plus $1,420 for cab design, TKE at $198,000 for an all‑in package, and Tri‑State at $84,900 (the Tri‑State quote excludes cab design and was less detailed). Dos said staff (including Jeff Elden, the public works director, and Ken Watson, houseman) recommends Pinkis because its quote is the most complete and it uses non‑proprietary equipment that can be serviced by multiple vendors. She said TKE’s approach would have locked the borough into a proprietary system and Tri‑State’s lower bid likely omitted elements that would increase costs if scope were equalized.
Dos told the committee that the project appears in the five‑year capital improvement plan and was specifically budgeted in the 2026 capital budget. After brief discussion about long‑term serviceability and procurement approach, Chair Max moved and the committee voted to recommend to the full council that the borough engage Pinkis for the elevator upgrades.
The next step for this item is full‑council consideration and formal contract award. The committee did not specify a contract date; staff indicated procurement will proceed under existing Co‑Star vendor authority and that full contract details will be returned to council for approval.
