Lancaster County hires Sinclair Hille Architects for election facility space needs assessment

Lancaster County commissioners on April 28 approved a $32,400 agreement with Sinclair Hille Architects to conduct a space needs assessment of county election facilities.
The contract term runs July 1, 2026, through Jan. 31, 2027. Election Commissioner Todd Wiltgen told the board the assessment will be performed during peak election activity (July through November) to measure space utilization, operational challenges and security needs, and to evaluate parking and shared-facility constraints. Wiltgen said the goal is to ensure transparency and accessibility and to reduce barriers to voting.
Commissioner Sean Flowerday moved to approve the agreement and Commissioner Matt Schulte seconded; the motion passed 3-0 with Commissioners Christa Yoakum and Chelsea Johnson absent.
The study’s timing is intended to capture real-world workflow during high-demand periods and to inform future capital or operational changes for election services.
