Pam Dingman, Lancaster County Engineer, said the county maintains multiple on‑call delineation contracts to respond quickly when projects arise. She explained delineations are constrained by seasonality — the county can practically perform them roughly May 1 through October each year — and are required as part of the U.S. Army Corps of Engineers' Section 404 permit process when a project disturbs more than 0.1 acre.
Commissioners moved and seconded the agreement and voted unanimously to approve. Dingman noted the on‑call approach helps the county avoid project delays that would occur if a seasonal delineation window is missed.
