Sarah Hy, who identified herself as with the Department of Human Services for the City of Lincoln and Lancaster County, told the board Stefins, a three‑year employee, had redeveloped the department's case plan structure to make materials clearer for families, led trainings, completed a leadership academy and presented the program at statewide and national conferences. "She basically took our case plan and made it so that it makes sense to families," Hy said, listing specific changes aimed at improving accessibility for parents and children.
Stefins spoke briefly to thank supervisors and colleagues and said she sees the work as a long‑term commitment to serving youth and families. Commissioners praised Hy's leadership and Stefins' work before the board moved and seconded the pay increase. The roll‑call vote recorded Commissioners Rick Vest, Matt Schulty and Sean Flower Day as voting yes; the motion carried.
