Angie Davlin, executive director of the Roaring Fork Valley Wildfire Collaborative, told the Glenwood Springs City Council the group is using detailed, locally calibrated fire modeling and strategic fuels reduction to "shift the trajectory of the fire away from homes." The collaborative presented results showing that targeted thinning and home hardening in the 3‑ and 4‑mile areas near Glenwood could halve the number of homes critically affected by wildfire.
Davlin described the Collaborative’s toolkit: early detection cameras, rapid firefighter response, free confidential home wildfire risk assessments, homeowner outreach, and large strategic fuel‑reduction projects in partnership with the BLM and U.S. Forest Service. She said the Vanderbilt fire model used for the project produces about 90% accuracy in predicting fire movement and was run with hand‑collected, house‑level data for the study area.
Councilors pressed for cost and outreach details. Davlin said roughly $200,000 would fund high‑accuracy modeling for the downtown core, while the 3,100 acres identified for thinning in the mid‑valley carry an estimated mitigation price tag of about $6.2 million; she said the Collaborative already has about $1 million raised. She added that the prescription in each 6‑by‑6‑acre cell is generally a 50% fuels reduction combined with homeowner work around the first 30 feet of structures.
Council members asked about how residents will be notified, who pays for mitigation near mobile home parks and areas with limited cell service, and how city, county, fire district and HOAs are coordinating. Davlin said outreach has been done with HOAs and mobile‑home park residents and that the Collaborative will issue RFPs for contractors once project polygons are refined by the city GIS specialist. She emphasized that some slopes present trade‑offs — thinning can create mudslide risk — and that crews will balance multiple hazards in the field.
Next steps cited by the Collaborative include continuing fundraising, completing evacuation modeling, pursuing grant funds to reimburse homeowner work where possible, and returning to council with updates on implementation and contractor procurement.
