Commissioners approve abandonment of small alley at 209 P Street with easement protections

The Glynn County Board of Commissioners approved AB-25-11 on July 2, authorizing abandonment of an unimproved portion of a 50-foot alley adjacent to parcel 04-02633 (209 P Street, St. Simons Island) while preserving public utility and drainage rights.
Jason Harvin, Glynn County engineering director, told commissioners the southern sliver of the alley has been partially abandoned previously and staff recommended retaining an easement for drainage and utilities. He said the abandonment would return the strip to the tax digest and noted that Joint Water & Sewer did not request an easement but Glynn County Public Works and Georgia Power did.
No members of the public spoke either for or against the application during the hearing. Commissioner Lefoski moved to approve AB-25-11 with the conditions that Glynn County Public Works and Georgia Power retain easements across the entire abandonment area; Commissioner Clark seconded the motion, which passed unanimously.
The action will close the alley segment identified in the application but maintains protective easements for county drainage and Georgia Power infrastructure. Staff flagged the southern area had already seen a partial abandonment in September 2022; approval completes the remaining conveyance with conditions to preserve public utility access.
