Resident flags possible charter conflict over council members’ party committee roles; law director asked to review

During public comment at the July 1 council meeting, a resident who identified their address as 1215 Central Road asked the council to review whether serving on a party central committee constitutes holding another "elective office" under Article 4 §403 of the city charter.

The speaker said that, per certified election results, three council members had been elected to their party's central committee in the May 5, 2026 election and argued the charter language — which states a council member "shall hold no other elective office" — should bar such dual service. The resident said the charter commission intended the clause to avoid undue influence and suggested the city follow the charter as written or amend it via a formal charter review process if the community desires a change.

Council members and staff asked clarifying questions about whether the central committee position is defined as an "elective office" under state law and party structures. A council member and the law director noted distinctions between internal party positions and governmental elective offices and said the law director would research the legal definitions, relevant Ohio Revised Code provisions and any applicable precedent before issuing a formal opinion.

"We will refer this to our law director and we will reconvene on this matter," a council member said. The law director stated he would research the issue and provide a formal opinion to council. Council took no immediate action pending that review.
