New Franklin's council approved Resolution 26R36 on July 1, 2026 to award the Melody Village Culvert Improvements Project Part B to Systems Excavating Services LLC for a low bid of $647,957.
Speakers noted the OM construction estimate was approximately $797,000, making the low bid about $149,000 under estimate. The council confirmed this is the second part of a project that had OM engineering design authorized earlier in the year and that advertising and bid opening occurred in May and June per procurement timelines. Council also discussed adding a contingency — a supplemental budget figure of roughly $712,752.76 was proposed and adopted as an amendment to the resolution to streamline administration of potential change orders.
Council members confirmed the project is largely grant-reimbursed on an 80/20 basis and that one additional Melody Village segment remains to be completed. The city stressed the importance of scheduling a pre-construction meeting and coordinating with Enbridge to avoid issues that have previously delayed pre-construction and construction timelines.
The resolution passed as amended and the administration will schedule pre-construction, coordinate right-of-way work with Enbridge and monitor change orders and contingencies during construction.
