Council briefed on HOME interlocal agreement; staff notes county control and tight deadlines

City staff asked the council to approve an interlocal agreement to continue South Jordan's participation in the Salt Lake County HOME Investment Partnerships consortium for three additional fiscal years (2027–2030). Abby (staff representative) said continued participation guarantees the city a role in shaping how HOME funds are allocated for homeowner rehab, homebuyer assistance, multifamily affordable housing and tenant‑based rental assistance.

Abby described staffing turnover at the county and changes to award processes and said the partnership offers South Jordan priority consideration when city projects are proposed. She told the council that applicants requested roughly $7,278,000 in one recent cycle while the consortium had about $1.6 million available, and she described how the members adjusted awards so multiple projects could be funded rather than allowing one large ask to consume the pot.

Council members asked about controls and whether the county fairly distributes funds to South Jordan residents. One staff member noted that some neighboring cities are pushing the county for more local control but said the interlocal agreement is legal and has worked in the past. Abby added that the consortium requires a prompt decision: a June 2 internal deadline and a HUD notification due by June 15 if a city wished to withdraw, making timely council action important.

Council did not take a final vote in the study session but staff recommended approval to preserve South Jordan's seat and influence in future HOME funding rounds.
