Union City Council approves stormwater repair, awards park trail contract and adopts broadband resolution

Union City Borough Council on July 23 unanimously approved several measures to address infrastructure and planning needs.
The council voted to accept Mansfield’s $5,000 quote to repair and reconnect a damaged pipe at a sinkhole in Municipal Lot No. 1, with the borough providing pipes and fittings. "We will provide the pipe and fittings," Councilor James Kerns said during the motion; the motion was seconded by Councilor Steadman and carried unanimously.
Council also awarded the Devereaux Park/French Creek Trail project to Vavala Concrete, the low bidder at $84,774. Councilor Osborn moved to award the contract; Councilor Steadman seconded the motion and council approved it unanimously.
Solicitor Wachter recommended clarifying language about anonymous requests in the borough’s Right-to-Know Rules and Regulations. Councilor Osborn moved to adopt the update, Councilor Steadman seconded, and the update passed unanimously.
Earlier in the evening a public meeting on Broadband Ready Community designation was held at 5:45 p.m.; no members of the public attended. Council then adopted a resolution authorizing an application to the Pennsylvania Broadband Development Authority (PBDA) for Broadband Ready Community designation and appointed the Erie Area Council of Governments to serve as the municipal broadband champion for Union City Borough. The motion to adopt the resolution was made by Councilor Kerns and seconded by Councilor Winkler and carried unanimously.
Streets Supervisor Bob Phillips described ongoing storm-sewer work and a recent dye test near Hogan’s Alley that showed flow into sanitary lines toward Municipal Lot No. 1. "It is getting into the sanitary lines," Phillips said, and staff plan to run a camera toward the Salvation Army to inspect the underground lines.
Votes at a glance: The agenda, minutes (July 9), Secretary’s Report, and bill payments were all approved earlier in the meeting by recorded unanimous motions. The meeting adjourned at 6:38 p.m. An executive session to discuss personnel and contracts followed from 6:42 to 7:37 p.m.; minutes state no action was taken during that session.
