Union City council approves multiple land and administrative actions including easements, subdivision and pension obligations

At its Aug. 13 meeting Union City Borough Council unanimously approved a series of land-use and administrative items, including easements, a small property purchase, subdivision approvals and its Minimum Municipal Obligation figures.
The council retroactively approved an easement with property owner Anthony Hickey for 104 East High Street under which the borough will install a catch basin and accept responsibility for two catch basins and about 60 feet of connecting pipe; the property owner will be responsible for a ditch between the PennDOT basin and the borough basin. The motion was moved by Councilor Osborn and seconded by Councilor Kerns and carried unanimously.
Council approved a subdivision combining a portion of 92 West High Street with 88 and 90 West High Street after Erie County Planning approved the survey maps; the motion was made by Councilor Osborn and seconded by Councilor Kerns. The council also retroactively approved purchasing a small parcel from 8 South Street for $500 to expand Municipal Lot #3; the parcel is being surveyed and the solicitor will complete the agreement.
The council authorized an easement with the American Legion to install and maintain a kayak and canoe launch on the ball field along French Creek. The launch will be installed using funds from the Pennsylvania Fish and Boat Commission and the Pennsylvania Environmental Council; Solicitor Tim Wachter is drawing up the easement.
The borough reported receipt of the 2025 Minimum Municipal Obligation: $48,029 for non-uniform employees and $0 for the police pension. The motion that followed — referenced in the minutes as approval of the 2024 minimum municipal obligations — passed unanimously; the transcript shows the MMO labeled 2025 while the motion text on the agenda/minutes referenced 2024.
Council also agreed to change its regular meeting days to the first and third Monday of each month at 6:30 PM from September through April; the next scheduled meetings are Aug. 27 and Sept. 16 (the latter due to Labor Day). The TA Set-Aside sidewalk project remains in progress and Erie County Planning will host a kickoff for park and trail improvements on Sept. 13. The UCVFD requested help demoing a shed at 10 Market Street; public works agreed to assist without providing a backhoe.
The council adjourned at 7:06 P.M.; an executive session on personnel and a contract followed from 7:06 to 7:52 P.M. with no action taken.
