The committee clarified homeowner responsibilities: contractors will place excess sand in some beach-front areas, but individual homeowners who want that sand moved between houses or under elevated homes must apply for their own permits. "Each one of those owners will need to get their own permit," Douglas said; staff noted those homeowner permits should be a faster, roughly 30‑day review process compared with earlier project permits.
The committee also discussed dune vegetation and fencing. Current construction contracts do not include full planting and fencing for the entire island; previous planning figures (around $70,000–$75,000) were likely insufficient because permit conditions may require denser planting (18‑inch spacing versus 24‑inch used in earlier estimates). Committee members asked staff to prepare draft RFP materials for planting/fencing and to include community‑wide, not only Wild Dunes, coverage.
The committee agreed to schedule field visits to comparable structural projects (e.g., Pine Island, Marco Island) and to refine the next meeting date to allow consultants to return with updated analyses; they adjourned at 11:02 a.m.
