Architectural Review Board approves three signs, hears update on Quill Flag language

At its Feb. 19 meeting the Richmond Hill City Architectural Review Board unanimously approved building signs for Navy Federal and Yum Yum and a city-proposed freestanding sign along Ford Avenue. Staff reported that language banning Quill Flags was removed from UDO Article 11 and future changes will be handled under Article 16.
Jack Giddens, chair of the Architectural Review Board, called the meeting to order at 2:30 p.m. Feb. 19. The board unanimously approved the meeting agenda and the Dec. 18, 2025 minutes before taking up signage requests.
P & Z Director Brian Crooks told the board the application for a new building sign for Navy Federal at 3490 Hwy. 17 included removal of a pre-existing building sign before installation. Architectural Review Board member Jennifer Sheahan moved to approve the Navy Federal sign as submitted; member Carrol Ann Coleman seconded and the motion carried unanimously.
The board then approved a proposed building sign for Yum Yum at 9701 Ford Ave., Unit B. The minutes repeat the prior motion language for Navy Federal but record that member Jennifer Sheahan moved to approve and Carrol Ann Coleman seconded; the motion carried by all.
Director Crooks said the freestanding sign proposed along Ford Avenue was a city project for which the city served as applicant. Member Carrol Ann Coleman moved to approve the freestanding sign for the Richmond Hill City project as submitted; Jennifer Sheahan seconded and the motion carried unanimously.
Board members briefly discussed upcoming reappointments and vacancies. Crooks said staff hopes to address all vacancies this year and provide an alternate member.
Jack Giddens asked for an update on Quill Flags. Crooks told the board that "the verbiage that prohibited use of Quill Flags in the UDO had been removed from Article 11, as approved by council," and that any further changes will be covered under Article 16 so allowances would apply citywide rather than be limited to a special district.

The board did not take action on any other policy changes during the meeting; staff indicated the Quill Flag language change to Article 11 had already been approved by council and that future UDO revisions related to flags and signage will be folded into Article 16 for citywide application.
