Deephaven council formally adopts parking-permit ordinance amendment to resume mailed permits

City staff presented an ordinance amendment to Section 4.50.02 to permit issuance by mail of two resident permits. Council members discussed whether to limit the number of additional permits individuals could purchase and how to prevent informal transfer or resale. Staff said additional permits require an application with proof of address and plate numbers to discourage unauthorized transfers.
Councilmember discussion emphasized monitoring the program this year and reviewing permit limits and fees during the annual fee-schedule update in December or January. One council member said raising the nonresident fee could deter bulk purchases; staff noted tracking purchases at the point of sale would be administratively burdensome without additional staff resources. The council moved, seconded and approved ordinance number 042 and waived the second reading.
The ordinance takes effect as adopted; council asked staff to report back during the next fee-schedule review on whether limits or fee changes are warranted.
