Residents and staff told the Traffic and Safety Commission that parking near Palm Avenue and East 11th Street and at several nearby intersections is creating visibility problems for left turns and pedestrian safety concerns.
A staff presenter summarized a site visit, saying visibility for left turns from East 11th Street onto Palm Avenue is impaired by on‑street parking. The staff recommendation included installing 14 feet of red curb (no parking) at the northeast corner of Palm Avenue and East 11th Street to improve sight lines; staff also recommended extending existing red‑curb segments by 40 feet in related locations. "Staff recommends the installation of 14 feet of red curve, no parking at the Northeast corner of the intersection," the presenter said.
Multiple residents described near misses and an incident in which a dog was hit near the intersection; one commenter described seeing fast traffic and limited sight lines on the approach. Commenters pressed the commission to consider alternatives such as stop signs, a marked crosswalk or speed‑mitigation measures; staff said previous crosswalk evaluations at nearby intersections did not meet the city’s council policy warrants (Council policy 200‑07) and therefore did not justify a marked uncontrolled crosswalk at this time.
Commissioners asked for a follow‑up traffic study on speed and crash history in the area and for staff to notify residents when the item goes to City Council on the consent calendar. The commission approved forwarding staff’s recommendations and requested a report on traffic‑calming options and advance notification to affected residents so they can comment at the council meeting.
Next steps: staff will send notices to nearby residents and prepare a traffic‑study report for the commission and City Council consideration; implementation (painted curbs, signage) will occur only after Council approval.
