Council hears first reading of 2026 budget amendment; approves $15,000 for July 4 parade security

At the June 22 meeting the council received the first reading of Ordinance 2841, the 2026 budget amendment, and approved Resolution 1881 to split previously-authorized parade funds and support Fourth of July security.

Finance Director Kristen Reed told council the primary purpose of the amendment is to reconcile estimated versus actual beginning fund balances. The ordinance shows an almost $2,400,000 difference between estimated and actual beginning fund balances; staff reported a $1,400,000 increase in revenue (largely grants and rollovers) and a $2,600,000 increase in expenses. After the amendment, Reed said, the projected ending fund balance would increase by just over $1,000,000.

Reed also highlighted personnel adjustments in the amendment: increasing the media services technician from 0.5 FTE to 1.1 FTE and temporarily adding a 0.5 FTE administrative specialist in the finance department to help implement the city’s new financial software.

Separately, Parks Director Lina Hicks presented Resolution 1881 to allocate $15,000 previously authorized by council for Fourth of July parade needs. Hicks proposed breaking the funds into $8,500 for parade barriers lining the route, $2,500 for overtime compensation for six additional city staff, and $4,000 to the Chamber of Commerce for security and event staffing. Hicks recommended approval; council moved, seconded and approved the resolution by voice vote.

The budget amendment was presented as a first reading and staff invited questions; no final adoption vote on Ordinance 2841 occurred on June 22. The consent agenda and Resolution 1881 passed by voice vote during the meeting. Council adjourned at 7:30 p.m.
