Council holds first readings on two zoning ordinances and adopts fee resolution adjusting parks, cemetery and school impact fees

The Enumclaw City Council opened public hearings and gave first readings to two zoning amendments and approved a fee resolution that updates parks programming fees, cemetery pricing and the formula-based school impact fee.
Senior Planner Winston Larson presented Ordinance 28-37, which proposes to reduce minimum side-yard setbacks in the airport zoning district from 20 feet to 10 feet and to allow a maximum structure height of 18 feet where the airport zoning district abuts residential zones. Larson said the changes implement parts of the city’s 2024 comprehensive plan, make the Enumclaw Airport a conforming use and reflect planning commission recommendations.
The council also gave first reading to Ordinance 28-38, which would permit arts and vocational schools, gyms and health studios in specified commercial and light industrial districts and add definitions and compatibility standards (setbacks, indoor pen/kennel requirements, and waste-disposal standards) for animal shelters, daycare and boarding. The planning commission recommended approval on April 23, 2026, and staff recommended first reading.
On resolutions and fees, Parks and Recreation Director Alina Hibbs presented changes in the Parks Department fee schedule. Staff proposed adding a lower-cost swim-team option to provide an affordable two-day-per-week program and recommended increases to cemetery alcove-niche pricing because of high demand and reduced inventory; Hibbs said the cemetery adjustments were forwarded to council without waiting for a cemetery-board quorum to avoid penalizing Weeks Funeral Home. City staff (Chris Vaseline) also explained the fee resolution includes an automatic, CPI-based 3.1% adjustment to the school impact fee that was implemented April 1 and is now reflected in the paperwork.
Council moved, seconded and approved Resolution 1879 by voice vote. For both ordinances, council opened the hearings, heard no public testimony and closed the hearings before giving first readings; both ordinances will return for subsequent readings and final action at a later meeting.
