Ouachita Parish finance committee approves amended 2024 and proposed 2025 budgets for multiple funds

The Ouachita Parish Police Jury Finance Committee approved a series of amended 2024 and proposed 2025 budgets at its Nov. 4 meeting at the Police Jury administrative building.
Chair Toni Bacon presided as presenters outlined spending plans across several parish funds. Dr. Marty Luther presented the Health Unit budgets and said the department plans to buy a new vehicle and install a new phone system. The committee approved the Health Unit 2024 Amended and 2025 Proposed budgets on a motion from Mr. Michael Thompson, seconded by Mr. Shane Smiley; the minutes record the motion as passing without opposition.
Brad Cammack presented the Health Unit Capital Outlay budgets; the committee approved those 2024 Amended and 2025 Proposed budgets after Mr. Smiley moved and Mr. Lonnie Hudson seconded the motion, which the minutes record as passing without opposition.
Shannon Rider, director, presented the Mosquito Abatement District budgets and said the department plans to purchase three vehicles and a golf cart in 2025. Rider also reported that previously purchased chemicals that had been stored as inventory have been charged to the department as they were moved for use. The minutes state the district’s millage rose due to a roll forward; Rider said the board plans to reduce the assessment in 2025. The committee approved the Mosquito Abatement District 2024 Amended and 2025 Proposed budgets on a motion from Mr. Smiley, seconded by Mr. Hudson; the motion passed without opposition.
Rider also presented the Emergency Disease Control Fund budgets. Mr. Hudson moved approval and Mr. Smiley seconded; the minutes record the motion as passing without opposition.
Brad Cammack presented the Health Insurance fund budgets, noting the fund began in 2024 and that an 8% revenue increase is projected for each year through 2029. The committee approved the Health Insurance 2024 Amended and 2025 Proposed budgets on a motion from Mr. Hudson, seconded by Mr. Smiley; the motion passed without opposition.
Cammack said the CDBG – Roads Grant fund spreadsheet requires a $10,200 increase because of a change order previously approved by the Police Jury. The committee approved the CDBG – Roads Grant 2024 Amended and 2025 Proposed budgets including the increase after Mr. Smiley moved and Mr. Hudson seconded; the minutes record the motion as passing without opposition.
There was no further business. Mr. Hudson moved to adjourn, Mr. Smiley seconded, and the meeting adjourned at 7:55 p.m.
