Police Jury approves sale of multiple adjudicated properties and sets closing conditions

The Ouachita Parish Police Jury adopted Ordinance No. 9501 on Oct. 21 to authorize acts of sale for multiple adjudicated parcels offered at public auction, listing parcel numbers, purchasers and bid amounts. Purchasers named in the ordinance include Delia Bradley (multiple lots in the Charmingdale resubdivision; $100 bids per lot), Swamp Constructions LLC (several Charmingdale lots; $100 bids), and the Frost Family Irrevocable Trust (Parcel #20845; $2,000). The ordinance confirms that redemption periods under Art. 7, §25 of the Louisiana Constitution have elapsed and directs that sales be conducted under La. R.S. 47:2201 et seq.
The ordinance requires that all sales be without warranty from the Parish or management company, reserve mineral rights to the Parish while conveying surface rights, and be completed on a form approved by the Parish Attorney with certified funds. The closing process must include written certification by E&P Consulting LLC that mortgage, conveyance, probate and civil suit records have been examined; proof of notice to interested parties; and a written certification that the legally required notice period has elapsed without redemption.
Separately, the Jury introduced and authorized Ordinance No. 9503 for Parcel #57899 (206 S. 24th St., Monroe) to Louis Carl Thomas III (bid $1,333.33; auction date Oct. 24, 2024) with the same closing conditions. Both ordinances were adopted by the Jury; Ordinance No. 9501 passed by roll call vote with six yeas and no nays.
The ordinances give the Police Jury President authority to execute cash sale instruments that include all specified conditions. Parish staff will complete the closing requirements, notices and certifications before an act of sale is executed.
