Fleming County Fiscal Court approves multiple contracts, first readings of FY2026-27 budget and begins process to remove county road

At its May 12 meeting in Flemingsburg, the Fleming County Fiscal Court unanimously approved a slate of contracts and grants, advanced the FY2026-2027 budget and amendment on first reading, confirmed several board appointments and voted to begin removing CR 1167 from county maintenance; routine reports and transfers were also approved.
FLEMINGSBURG — The Fleming County Fiscal Court met May 12 and moved forward on a series of routine but consequential administrative and fiscal items, including first readings of the county budget and a related amendment, approval of multiple interagency agreements and appointment of local board members.
County Judge/Executive John Sims Jr. called the meeting to order. The court unanimously approved the first reading of Ordinance 26-1449 (the FY2026-2027 budget) and Ordinance 26-1450 (a budget amendment), advancing the budget process toward later readings and final adoption.
The court also approved a number of agreements and grant applications: an audit agreement with the Kentucky Auditor of Public Accounts, an inmate screening agreement with Fleming County Hospital, an inmate housing agreement with Montgomery County Detention Center, an EMA grant and agreement, a Waste Tire Grant application and agreement, an AOC Facilities agreement and a Peoples Bank ACH agreement. All motions passed on unanimous votes.
Several appointments recommended by the County Judge/Executive were approved: the reappointment of Jan Brown to the Fleming County Ambulance District Board for an additional two-year term, appointment of Jan Ingram to the Ambulance District Board, appointment of Chris Mitchell to the Fleming-Mason Airport Board (four-year term) and appointment of Tammy Burke to the Fleming County Public Library Board (four-year term). Term dates were stated in the motions as presented to the court.
The court approved routine financial actions including the Treasurer’s month-ending reports for April 30, 2026 (total all funds $1,931,503.77), the Budget Transfers Report, Cash Transfers, the July 1, 2026 Salary Order, the FY2026-2027 Annual Recurring Expenses Order, monthly ACH to regular vendors, and Claims Reports and Carry In Claims Reports.
In a separate motion, the court voted unanimously to begin the statutory process to discontinue county maintenance of County Road 1167 (Ringos Mill–Grange City East Road), citing Kentucky Revised Statute KRS 178.116 and noting that no county maintenance has been conducted on the road since 2016. The court appointed Tim Smith and Shawn Royse as viewers to evaluate the road as required by statute.
Other routine reports approved included the Fleming County Clerk’s monthly and first-quarter reports, the Fleming County Sheriff’s April report and the Sheriff’s 2025 tax settlement, the Dispatch Center monthly report and the Jailer’s report. The court also authorized the annual Officer’s Certificate confirming insurance coverage on the judicial center.
The meeting concluded after discussion of proposed amendments to the County Administrative Code and a discussion about CDL physicals for road department employees; neither topic produced a vote at the meeting.
