Bulverde council sets up three ad hoc subcommittees for legislative, infrastructure and comp-plan work

Bulverde’s City Council discussed and tentatively formed three ad hoc subcommittees at its regular meeting: a legislative/governmental affairs committee, an infrastructure committee, and a comprehensive-plan/business-retention committee. Council members volunteered and the mayor outlined initial membership and responsibilities.

The mayor said the governance/legislative panel would provide initial oversight of intergovernmental relations and legislative policy work, while the infrastructure committee would monitor water, roads, utilities and related meetings with providers. The comprehensive-plan committee was charged with reviewing the recently updated plan to identify changes members believe removed protections for neighborhoods and to assess business-retention strategies after the city ended its prior EDF relationship.

Council members stressed these ad hoc committees are advisory: none are authorized to take action on behalf of the council without returning recommendations to the full body. They agreed committees should define a short mission statement at their first meetings, limit staffing requests to concise information needs, and produce monthly reports or recommendations to council.

Assignments were tentatively noted on the record: the mayor and two councilmembers were tied to the legislative list; Joe and Jason were placed on infrastructure; Francesca, Jason and others were slotted for the comprehensive-plan/business-retention group. Council also mapped certain CIP items to committees: parks master-plan items and park CIP elements to the comp-plan committee; wastewater, roadway, public-works facilities and parking projects to the infrastructure committee. Members said committees should research and prioritize projects and then present cost and funding options during the city’s budget/CIP process.

No formal votes were recorded; the council closed the discussion and adjourned at 7:52 p.m.
