Council advances Fee-in-Lieu and ordinance readings for proposed Buffalo PV1 solar project

Union County Council on Nov. 12 moved forward with a package of actions to enable a proposed Buffalo PV1 solar project, including an inducement resolution for a Fee-in-Lieu-of-Taxes (FILOT) agreement and first readings of related ordinances to include Buffalo PV1 Properties in the Union-Spartanburg Industrial and Business Park.
Chairman Phillip G. Russell II introduced the items and said the proposal resembles a similar Project Tyger agreement considered last year that did not materialize; Development Board Director Dolton Williams confirmed the agreement language is essentially the same but involves different project sponsors. Council dispensed with committee referrals and took motions to accept the inducement resolution and to approve first readings of the ordinances authorizing the FILOT and park amendment. Councilman John Flood asked whether the location would be the same as the prior agreement; Chairman Russell confirmed it would be near Hwy. 49 at Fairforest Church by the Milliken plant.
Council did not hold extended debate on these items during the meeting and approved motions by unanimous vote of those present. No final FILOT agreement text, estimated tax impact, or project timeline was provided during the session; council referred draft Boards & Commissions ordinance language to the Finance and Administration Committee for separate review.
