Topsham Select Board approves stormwater agreement, wildlife camera permit and fair MOU; names LPC representatives

At its July 2 meeting, the Topsham Select Board approved several routine but consequential actions that the town manager requested so projects and partnerships can move forward.
The board voted to enter into a maintenance agreement for stormwater management facilities between Four Union Associates LLC and the town and authorized the town manager to execute the final agreement. Town staff explained the agreement is one of the conditions the developer must satisfy to obtain a final permit and to start site work this month. The motion was moved, seconded and the board registered unanimous voice assent: "Motion carries." (No roll-call tallies were recorded in the minutes.)
On a separate item, the board granted a Bates College student permission to place a wildlife research camera on Head of Tide Park but approved the permit with a restriction that the student not use scent or textile attractants. Members raised concerns that attractants could draw bobcats or other wildlife into areas with hikers and pets; the board asked that the student notify staff of the camera location and ensure secure mounting to reduce the risk of theft.
The board also authorized the town manager to execute a proposed memorandum of understanding with the Sagahhawk Agricultural and Horticultural Society (attorney-reviewed). The MOU is conditional: until the board votes separately to fund a community center the association has no obligation to grant right-of-way, access to utilities, or expect EMS coverage tied to that work.
For intermunicipal representation, the board nominated Justin Hennessy and Mark Meyers as district representatives to the Maine Municipal Association Legislative Policy Committee and approved the nominations by voice vote.
Finally, the board moved to enter executive session under 1 M.R.S.A. section 405(6)(D) to discuss labor contract negotiations; the meeting record shows the motion, second and assent but the public minutes end as the board prepared to go into executive session.
