Denise and ad hoc members said consensus within the group was to move the referendum to September 2026 and to submit the related grant application in June 2026, after the short legislative session. That schedule would allow the district to incorporate any changes in reimbursement rates or space-waiver outcomes driven by the session.
Consultants (GWWO) are updating estimated construction costs to reflect the one-year delay and associated escalation. Ad hoc members said those updates — together with potential state reimbursement changes and any space waivers — will determine whether the district can afford both projects (elementary and middle/high) or must prioritize one. “If we’re not able to get higher reimbursement rates, we cannot afford both projects,” a member said, arguing the middle/high school should be the priority because of roof needs and swing-space considerations.
Board members raised a number of requests for clearer public materials and financial scenarios. Multiple members said they received updated slides and then additional supplemental pages at the meeting, creating confusion; ad hoc members asked the consultant team to prepare multiple reimbursement/cost scenarios for presentation to legislators and the public. The group also discussed a communication plan, proposed public forums for mid-September, and the need to pin down the town’s bond capacity before making final decisions.
Ad hoc members said they will meet with local legislators and consultants the following day to seek clarity on reimbursement and space-waiver likelihood, and will return to the board with updated estimates and a proposal to place a decision on the August 27 or a subsequent agenda if needed.
Next steps: ad hoc committee to get clearer financial scenarios from GWWO and CSG, meet with legislators to gauge likely support, and prepare a public forum presentation. The board indicated it may move toward a formal vote to prioritize projects once those figures are available.
