Board weighs oversight options for Family Resource Center amid dated bylaws

District administration brought forward a memo and a 2013 program review noting the Family Resource Center (FRC) remains a valued community resource but operates with bylaws that have not been updated and an advisory board that is understaffed.
Patrick, who summarized the memo to the board, said the district has improved fiscal controls but that governance, bylaws and some contractual documentation need updating: “If we’re looking at the long-term sustainability of the program, there should be oversight,” he said, urging job descriptions, clearer contractual reviews, and integration into board subcommittees for periodic checks.
Board members explored practical options: revise the FRC bylaws, recruit parent representation or move responsibility to existing board subcommittees (finance and curriculum) for quarterly oversight, or have the Board of Education serve as the advisory board as has occurred in other towns.
Several members noted community difficulty recruiting volunteers for advisory boards and suggested lower-commitment input methods such as targeted surveys, or inviting current FRC staff (Kate/Kathy) to explain operational needs and priorities. Norin volunteered to serve on an initial effort to gather information.
The board did not take a vote on governance changes but asked Patrick to meet with FRC staff and stakeholders (including Laura and Katie) to compile immediate tasks that need attention and return with a proposed workplan and timeline for possible bylaw or oversight changes.
