Pownal Conservation Commission adopts acting chair, Clerk urges official email and FOIA caution

Becky Taylor-Chase (identified in the meeting as Town Clerk and earlier listed in attendance as town administrator) met with the Pownal Conservation Commission on May 27 to review administrative expectations and services available from the town.
Becky recommended using the commission’s official email (conservationcommission@pownalmaine.org) in place of personal accounts to reduce complications with the Freedom of Access Act, asked that agendas be sent to town addresses at least four days before meetings, and offered access to town printers and a place in the vault for commission files. She also described quorum rules (three members) and cautioned that group emails among members could be considered a public meeting.
On a motion by Wellens King, seconded by Kate Elders, the commission appointed Bob VanMilligan as acting chair until July, when appointments will be renewed and a formal election held; the motion passed. Becky also said the commission should have an acting chairperson and a scribe and encouraged the chair to delegate tasks so work does not fall to one member.
The commission recorded action items, including inviting the selectboard to a future PCC meeting to discuss Stetson Road development and possible easements and asking members to research potential environmental impacts for properties under consideration and send ideas to the PCC email. Members also accepted April minutes. The meeting adjourned at 8:15 p.m.
