County appoints interim clerk, transfers $200,000 to roads fund and seeks ARPA reconciliation

At the Oct. 14 Dawes County Commissioners meeting Treasurer Sam Wellnitz reported a discrepancy in American Rescue Plan Act (ARPA) accounting: federal reporting showed $5,989.08 unexpended while the county's line item showed $172.00. Wellnitz submitted a claim to reconcile his ledger, said the difference may stem from a duplicate federal entry, and told the board he would continue working with the ARPA reporter and would report back at the Nov. 10, 2025 commissioner meeting.
The board acted on several personnel and budget items. Commissioner Walter Juhlin moved, and Vice Chairman Jake Stewart seconded, to appoint Theresa Haynes to the Zoning Board representing District 2 to replace Rosalene Tollman, who retired. The motion passed by roll-call vote, Ayes: Juhlin and Stewart.
Juhlin also introduced Resolution No. 2025-26 appointing Casey Keim interim County Clerk effective Dec. 31, 2025; the board approved the resolution by roll-call vote (Ayes: Juhlin and Stewart). The board passed Resolution No. 2025-27 transferring $200,000 from the General Fund (0100) to the Roads Fund (0200) to meet road expenditures; the transfer motion was approved by roll-call vote, Ayes: Juhlin and Stewart.
The meeting adjourned at 10:12 A.M.; the minutes list the audited claims and warrant orders by fund in the published record. The county clerk's office retains copies of adopted resolutions and the claims list for public inspection during normal business hours.
