North Royalton council adopts change order for Thornhurst Drive work and amends Verizon tower lease

At the Nov. 5 meeting the council suspended rules to adopt Ordinance 25-157 (change order #1 for Thornhurst Drive streambank restoration) and Ordinance 25-158 (ninth amendment to Verizon tower lease at 13950 Bennett Road); both measures passed on unanimous roll calls. Ordinance 25-156 (Axon tasers) was referred to the Safety Committee and Ordinance 25-155 was placed on third reading.
The North Royalton City Council on Nov. 5 suspended the usual three-reading rule and adopted two ordinances in the same meeting. Ordinance 25-157 authorizes the mayor and finance director to agree to and approve Change Order #1 for work performed by Leach Excavating on the Thornhurst Drive streambank restoration project; the motion to suspend rules and adopt was moved by President Paul Marnecheck, seconded by Linda Barath, and passed by roll call with all members voting in favor.
The council also moved to suspend the rules and adopt Ordinance 25-158, which authorizes the mayor to execute the ninth amendment to the tower and building lease with Cellco Partnership d/b/a Verizon Wireless for a portion of property at 13950 Bennett Road. That motion was likewise moved by Marnecheck, seconded by Barath, and passed by roll call with unanimous support.
On other legislative business, Ordinance 25-155 (appropriations for fiscal year 2026) was placed on third reading, and Ordinance 25-156 (an agreement with Axon Enterprise, Inc., for tasers and associated equipment not to exceed $47,596.80) was placed on second reading and referred to the Safety Committee. The Consent Agenda — which included the Oct. 21, 2025 minutes and two resolutions: Resolution 25-159 (application for a $50,000 Cuyahoga County supplemental grant) and Resolution 25-160 (proclaiming Nov. 29, 2025 Small Business Saturday®) — was adopted after motions to suspend rules and adopt by Marnecheck and Barath; roll calls on those votes recorded all council members voting yes.
Earlier in the meeting, President Marnecheck announced the suspension of council committee meetings for December 2025 unless a special committee meeting is called; Recreation Committee will meet Nov. 24, 2025 (not Nov. 25) because of the Thanksgiving holiday.
The meeting later recessed into an executive session to consider personnel matters and investigations; council reconvened at 8:11 p.m. and adjourned at 8:12 p.m. The Nov. 5 minutes were subsequently approved Nov. 18, 2025.
