Planning Board approves Main Street Scow Heaggan’s Whitewater Park site plan and shoreland/flood-hazard permits

The Scowhagen Planning Board unanimously approved the major site plan, shoreland zoning permit and flood-hazard permit for Phase 1 of the Scow Heaggan Whitewater Park, a project led by Main Street Scow Heaggan that will install a whitewater wave feature and a maintenance access trail in the downtown river gorge.
Christina Cannon, president and CEO of Main Street Scow Heaggan, told the board the project was included in the town’s strategic plan and will provide improved river access and "significant economic benefit" to downtown. "The lease is for 10 years," Cannon said, adding the lease is structured so Main Street will take responsibility for construction, fundraising, project management, operations and maintenance to protect taxpayers.
Why it matters: the project places engineered recreational features into a bedrock river reach and includes a hydraulically tunable wave shaper that the design team says can be adjusted for surfing, kayaking and other uses while preserving an adjacent natural channel identified during permitting with Fish and Wildlife Service and Clean Water Act Section 404 discussions.
Technical and safety details: Merrick Whitewater product manager Dan Shay and lead hydraulics engineer Stephen Walton described the Phase 1 elements: a 12-foot asphalt access trail from Mount Pleasant Avenue with a boulder edge; a small wave‑shaper control shed housing hydraulics; sculpted concrete “bedrock” channel elements; multiple excavated pools and a downstream takeout. Shay said the wave shaper uses a torque tube actuated by hydraulic cylinders to alter the panel angle and achieve different wave types. "It's a drop structure that we're putting into the river that's good for river surfing, kayaking, rafting," Shay said.
On operations, the engineering team estimated that operating the system will typically require two to three part-time staff (a wave technician and supporting positions) and occasional debris removal after flood events. Cannon said Main Street currently runs a recreation program with an approximate $500,000 budget and plans to absorb operations costs, hire a wave technician, and project operations and maintenance expenses for fundraising. For larger events (the lease sets a threshold at 100 people), Main Street will provide porta‑potties and obtain required event permits.
Environmental and maintenance clarifications: the hydraulic control system will use food‑grade vegetable oil in a small reservoir (the team estimated a reservoir size in the order of 15 gallons and total system charge roughly 10–20 gallons); the presenters said a visible vegetable‑oil sheen would be obvious if a leak occurred and would be handled by Main Street staff (presenters said this fluid is not a reportable petroleum spill). Engineers noted precedent from other projects, including Boise Whitewater Park (opened 2012), for durability of stainless‑steel wave panels and the need to manage sediment or debris buildup under gates.
Permitting, waivers and vote: the applicant requested four waivers (application fee, medium intensity soil survey, trip generation estimate, and performance guarantee). The board approved the site plan, shoreland and flood-hazard permits with the requested waivers and made the application‑fee waiver contingent on Select Board approval. The motion was seconded and the board voted unanimously to approve the applications.
Next steps and schedule: the team paused to sign permits so the applicant could take copies. Cannon said fundraising continues and, if funding and permits align, the access road work could begin around April 15 with in‑river construction around July 15 and a tuning period the following summer; she projected a grand opening in spring 2028. The project has engaged Sergeant Corporation as construction manager‑at‑risk.
